You need to make sure your BIOS/UEFI is configured properly for it to show. If the system BIOS does not show the drive in the system, then booting of USB won't help.

My plan as of now if to remove the HDD and launch from a USB with Windows on it and try to install it onto the SSD. Yes, I can see it when booted off the HDD. Can you see the SSD when you are booted off of your HDD, or do you not see it anywhere? Then you may have to enable certain options to support booting from the drive. You need to make sure that you have the most recent BIOS/UEFI update for your system.
